oil on water pump bolt?

As I'm going through the GT6 engine, I'm changing out or at least touching every nut and bolt, as you can see in the picture I withdrew a bolt just to the side of the water pump that was oil covered. The bolt just to the left had some rust. Should there be oil in the bolt pointed at? It's not dripping off it, more like it had oil on it some time ago and now it's more like black goo.

No I don't think so, only because it does have a "gummy" consistency. Like old compacted grease. My intention of showing the bolt's home location was to help determine whether there should be anything at all on the bolt other than 40 years worth of rust. Is there any chance of a cracked head/block leading to oil accumulating behind that bolt?
 
That' correct. That particular bolt goes right into the oil jacket of the block close to valve push rod No. 1. Should be no problem. It's normal. At least on my TR4, and your set up looks very similar.
