That guy is some kind of stupid.
The tow truck driver wasn't being too smart either. Rather than attempting a tug of war, if you have the proper papers or its a tow away zone or such, once the vehicle is up in the air you just call a cop to come settle the while thing. He or his boss wouldn't have been too happy of the tow truck was damaged during this exchange.
