TR2/3/3A Odd question re: rear axle hitting fuel line?

Could this happen under certain circumstances....missing rebound rubber,weak springs etc. seeing as how the fuel line runs above the upward arc of the axle?
 
Looking at mine - if the fuel line was mounted correctly that seems very unlikely - more so if the strap is still in place.

Oh, there isn't (originally). That is just a length of split fuel line I have slipped on there to prevent the metal line from chafing or rattling against that metal piece.
