I was thinking the same thing. That was a nice size doe and she could tear you a new one if'fun she wanted. My guess is she's been around people enough not to be too spooky of them.
My guess on the $3 is some sort of agency fee. We have stupid stuff like that here where another agency tacks on a small amount to another department's fine. Kinda like that crap on yer phone bill. "Line usage fee"...
