No Power To Wiper Motor

Last night I tried out the wiper motor and washer pump. When I flipped the stalk nothing happened. Pushed the stalk in to activate the washer pump and again, nothing happened. It's my understanding that the green/pink wire provides power to these devices, so I started checking them with my test light. Both green/pink wires to the wiper motor and the washer are dead. I pulled the radio console when I noticed a green/pink wire with a bare bullet connector behind the dash. The problem is, I can't see another green/pink wire for it to connect to back there. Any ideas where this should be going to?
 
Traced the green/pink wires to a fused link to white/green. Discovered the fuse had popped. With fuse replaced I reconnected both devices. Wiper motor moved the arms on speed 1, but stopped about 3 inch into the arc. I flipped the stalk back and pushed on the wiper arms. They traveled the complete arc and parked themselves. Speed two did manage to move the arms complete cycle but it's quite slow. Not sure why that would be the case. The washer pump is not working. I have a new one on the shelf I'll probably fit this evening to see what happens.

I still have no idea what that single green/pink wire is for behind the radio console. I figure that's what sparked a couple of weeks ago and the reason for the blown fuse.
 
If it was mine I would take the wiper motor and drive linkage, etc apart. Clean all and lube and reinstall and see how it runs.
 
Jack-Before I installed the linkage rack I cleaned up and lubricated the wheels. I also replaced the 3 brushes inside the wiper motor. Tonight I might try pulling the motor off the rack and see how it operates. If it's still slow off the rack I guess I'm looking at a replacement motor.
 
Or maybe it is binding up. Good idea take it to the bench.
