No power to starter [1997 XJ6]

OK, here's the deal. I bought a 1997 XJ6 at auction with minor front end damage (hood, headlamps and grille damage). I got a key with it and the battery was dead. After fully charging the battery the key will unlock the doors just fine(power locks are working using the key and security system makes a chirping noise)
But when I turn the key on, there is no power to the cluster or to the starter when key is turned to the start position. Do you think I would need the key fob the disable the security system (if that's the problem) so it would crank to start? Or do you think there might be a fuse or relay problem? Can't find any blown fuses.

I would be first looking into the transmission linkage to the neutral safety switch then the ignition switch. That may be the first year they had a chip located in the tip of the key and it may have to be dealer enabled but not until you check out the rest.
 
Open the owners manual, and look up "inertia switch" It is usually in the drivers footwell. Re-set the switch and away you go.
 
I thought that the inertia switch just shut off the fuel? I will check it out though! I think that the neutral safety switch would not keep the power off at the cluster when the key is on.
