I have 12 volts at the rheostat but none of the lights lite. I"ll start the digging. Any where else I should be looking?

Did you check on the output side of the rheostat, with the wires connected?

If there is still 12v there, I'd look at grounds next.
 
And you cleaned (file and/or sandpaper) the bulb ends and bulb sockets? Corrosion/oxidation builds up over the years. And of course, are the bulbs good (VOM shows continuity)?

Rheostat copper contacts get oxidized. I had to take mine apart, clean it really good. Rheostat works great now. Previous owner had put 7.5 volt bulbs in every guage, and all of them blew-out. It's a pain to replace them with the correct 12volt bulbs.
 
You are real close knowing here is 12v to the rheostat. Since none are working,I suspect your switch.

Funny story. I was with a pilot buddy last week and the light on the oil pressure gauge wasn't working. He tapped it with his finger and it started working. He said huh, just like an airplane.
 
Cleaned the Rheostat with some CLR and we have lights again.
