The tie rods can go either way...as in reverse thread inside or outside. So, what I do to make adjusting toe easy to remember is I always put the reverse threaded end to the right when looking from the front to the rear. In other words, reverse goes outside on the left side of the car, and inside on the right side of the car. Then, if I rotate the sleeve in at the top (or forward relative to the car) , I increase toe in. If I rotate the sleeve outward, then I toe out. If you do this it is the same on both sides and easy to remember. But this is just one technique...you can use any combination that you prefer.
And "yes", in theory your steering should be right on with your settings. In practice, however, you may have to make a slight adjustment due to manufacturing tolerances and wear or damage in other parts of the suspension. You can double check this by turning your steering wheel and counting the turns to the left and right stops from center. They should be the same if all is well. Just adjust your toe and you are ready to go!
