New Rules for drones

Drone community is up in arms over proposed government regulations including software to pinpoint the location of the operator. Go online and look it up. The comments run the gamut from the 30% or so who wish the things had never been invented to Tin Hat anti-government loonies. Again - all caused by the small minority who always ruin it for the rest. E.G. the Internet, CB Radio, commercial flying...what I call the lowest common denominator.
 
Human nature. There's always some small percent who have to see what they can get away with. Without it we wouldn't have crime against each other, physical and fraud types. But we probably wouldn't have groundbreaking innovations over the decades either.
 
I would think it would be easy to modify software to pinpoint the operator. All DJI drones set a "home-point."
However, toy-grade drones will continue to be a problem.
Would all this apply to remote-control airplane and glider hobbyists?
