New Member with an HD8 Carb Question

I'm rebuilding a pair of HD8 carbs and the everything moves freely in the chamber until securing the air horn. Raise it up 1/4 inch and piston drops properly almost like a vacuum issue, but the piston has 2 vent holes in the bottom. Any ideas?
