New London Taxi Owner 1976 FX4

Just checking to see if any London Taxi owners in Texas or around. I just got one and seller drove it into his garage about 3 years ago and when I got it, it would not start. I couldn't get any diesel to flow out of tank so dropped the tank and found it had that black crud in it, had tank refurbished and after priming, it cranked right up but with loads of white smoke. car would not rev at all, like the accelerator was disconnected. So far I can get it to run only by pushing primer and sometimes it may idle but usually not. looking for clues.
