New '63 Midget Engine Question

So, I've got the bottom of the engine rebuttoned, cam is in & turns nicely...am finishing up the clutch setup...will move on to lifters & side covers, fuel pump, oil pressure spring, etc.

Then, its on to the front of the engine to setup the timing; however....

What is #48 in the diagram below...says its a "tensioner ring" but its a big black rubber doughnut....where do they (2) go, how? why?

Chain tensioner. Throw them away. The new sprockets are not designed for them.
 
Okay - engine is 'in-time' @ TDC & closed up...distributor dog set, head in place but not yet torqued down.
 
Now, time to torque the head and adjust the valves.
