Name of a movie

Does anyone recall the name of a movie about a tank that was designed quite well, then presented to a board of generals who kept adding things they wanted until the tank was absolutely useless? A comedy and I thought John Larroquette was in in but seems not.

Cary Elwes was in it....played an Air Force major. I think that Kelsey Grammar played the army general who kept setting him up to fail.
