TR2/3/3A Mystery Plate

Could someone please tell me the purpose of this small plate. It is located inside of the right side front wheel well. It is just above the brake light switch and below the carburetors. You can see the starter in the upper left corner of the picture. It is loose, but I don't remember removing anything here. Thanks in advance for your responses. 20140609_181623.jpg
 
Mike - on my 1959 TR3, those plates are on both sides. I'm thinking they're just reinforcement plates for the two frame bolts there.

There should be "C" shaped spacers and cloth washers between the body and frame. If those are missing, it could account for that plate being loose.
