Zack: I can't speak for any cars other than my '76, but if you have two horns in the car they should be located in the front left and front right just behind the mesh grill that's behind the bumper. If you have two horns, then one of them should probably be a low pitch and the other a high pitch. If you only hear the high pitch then chances are the low pitch is busted.
I think Tony was telling you how to check the low horn to see if it's good or bad. Two states being bad: the clunk, and no sound at all. One state being good: honking like a hooter gone mad. This is if you connect the horns directly to the battery. The reckonin' is that since you only have the cutesy high pitch, the low pitch is either disconnected or not working.
