Not sure why the price difference.
The 454-298 is made for use with your original turn signal control & horn button.
The 454-296 is made for an aftermarket horn push & will not work with your original turn signal/horn combination.
As a point of interest, none of the Moss wood rim steering wheels have the correct 120 degree spoke spacing of the original AH wheels. There are other sources of wheels that DO have the correct spoke spacing.
If this is important to you, I would check around a bit. Victoria British has the "Derrington" wheel, by Moto-Lita, with the correct spoke spacing & hub for your original horn/signal parts. Considerably more expensive though.
Others may have cheaper sources for the 120 degree wheel & adapter.

Moss & Rogert Moment (yes, THAT Roger) have worked together inorder to provide the closest thing to "as original" that can be found!!

I agree that the Lempert wheel is tops.
The Moss/Moment #853-800 plastic wheel may be the most original but the period optional wood rim was a popular "option" at the time & appears to be acceptable in the "Concours Guide". The Anderson-Moment "Guide" also states that this was a popular option.
Guess it depends on exactly how original you wish to be.
As others mentioned, I don't even know if Walter is looking for a wheel or just a hub.
