has anyone done one and where can i get a 4.2mm drill bit will a 5/32 work its the closest i can find

I installed one on my BJ8 and I believe that I used 10-32 screws rather than the metric supplied with the seal. I cannot remember the number drill you use for 10-32 screws but it is readily available. The seal is working fine and was not that difficult to install. Have a good day!

I put on my BJ7 when I rebuilt the transmission. You don't have to remove the backing plate but beleive me it's a lot easier. You have to cut or grind a section of the backing plate for it to fit properly. The drilling and tapping wasn't that difficult. A member of our car club had the drill and tap required. If you belong to a club I'd ask around.
