No ties to this sale, have never seen the car in person, just passing it along. I'd be snatching this one up if I could.

You notice it does mention original Brit plates (car is from, where else, "Whales"), but looking closely, you will find no other plates, like, oh, NY State.
Makes one wonder if it's even licenced in the US, especially being a 1980.

I've read elsewhere that 20 or 25 year old cars are exempt from emissions demands of the US, yet other US pages I read 1968 and newer MUST comply.
There are states, California for one, that demand the original equipment back to 1967 or 1968. There is also a Federal warning on removing control devices.....and I know folks who have tried to bring Minis in, and could not.


Interesting, nonetheless.
 
Looking at the interior of the car, it's a newer model. I'm guessing mid 90s. Either someone had a "donor" 1980 VIN number, or 1980 is the cutoff to import one. I've come across more than one newer classic Mini registered as a much older one to get around emissions and safety import regulations. One in particular was a 2000 registered as a 74. Is it right? Eeeeeh... But it's not all that uncommon.
Likely that's what happened here

Cars 25 years old or older can be *imported* into the USA legally even if they were not originally sold in the USA. They are EPA exempt.

That doesn't necessarily mean that you can register them locally, as emissions testing/certification is a local deal. For instance, my '70 MGB would have to pass emissions testing if I lived down the mountain in Salt Lake City. Where I live, however, is a different county that doesn't do emissions testing (in Utah it is by county). Utah also offers an Antique plate that never needs emissions testing.

It's a state-by-state thing for emissions if you are 1968 or later.
