Milleage counter incorrect reading

Hi, When I'm driving at constant speed with my TD from 1952, the needle of my milleage counter is floating arround 10 MPH +/- the driven speed. I already checked the kabel, and the connections on the gear box and on the meter itself, but I couldn't find anything wrong.
Any idea?

Check the cable for kinks and/or dry running of the drive cable in the sheath, sounds like it might be binding up a bit.
 
Is it possible the gearing in the instrument are slightly gummed up, causing the surging?
 
I cleaned the gear in the meter completely, and greased the cable, though the cable is not original, it looks fine to me (no kinks or sharp turns or anything like that.
