My 75 MGB turn signals arn't working, It seems that The power comes from the starter and into the hazzard switch? I can only find one flasher that is located behind the console at the hazzard switch. The manual says that there should be another flasher under the hood.Should there be a inline fuse? or should there be one? Please advise.

There are two flashers. You can't find the other because it's not "dinking" away. Power into the flasher is green wire, second fuse up on fuseblock, but if the fuse is bad it will also take out gauges, wiper, tach, heater, you know, all the switched loads.
If the wires to the flasher you found are brown, that's emergency (and just turn on emergency and see if it's "dinking") but main t/s flasher has green in, lt gn and brown out. Link:
