MGB mgb timing problems

I am trying to get my timing rignt to pass emissions here in phoenix. I found top dead center on the #1 cylinder. Then I looked at the timing marks and the don't line up. It is about 10 degrees too far retarded. Is this normal? I realize that I need to have the ignition advanced, but is the static timing supposed to be this way? Give me a hint!!
