MGB MGB heater motor problem

Hi, Guys! I have a 1976 MGB that was sitting for 9 years. The heater motor does not come on. I have tested for power at the wires going into the motor and I have no voltage to the motor. Any quick tricks?
Also all 4 brakes seem to be engaged. Likely causes? Thanks in advance
 
Next step back is to check for power at the switch (these don't use a relay of any sort, the switch controls the motor directly). Do other things that only function in the "key on" position (like brake lights, wipers, turn indicators) work?
 
From the diagram (advanceautowire.com) the switch gets power from a green wire pairing off the tach's power lead.
