MGB MGB Banjo Rear Hub re and re wire wheels

I have run into a problem. I am reinstalling the rear hubs on 64B (wires) after renewing brearings and seals. I pressed the bearings in until seated, which had them recessed from the hub face. I then pressed the hubs onto the axles until seated. Seating the hubs, pushed the bearings back out, and the bearings are no longer seated, but flush with the face of the hub. Which should be seated, the bearings or the hubs, or did I screw something up. Checked Bentley, Clymer, MG with Attitude, MG experience, but cannot find answer.
