Well it's not really a VIN# in the modern sense that we use on modern cars today.
GAN was MG's model designation for a Midget. Not sure about 4L. 53846 would be the car number from the start of production. Might not be totally accurate because MG did not always start production with car #1.
GAN = MG Midget. The G indicates built at Abingdon
4 = Mk III
If I read correctly, #52798 was built in Jan 67 and with #54611 production at Cowley ceased in Mar 67. That is 1813 cars in three months, so, assuming a steady rate of build, your likely dates to the end of February, beginning of March 1967.
