GT6 Lowering springs on a GT6 /Koni's

I am doing a frame off on my 69 GT6, and have purchased front lowering springs from Victoria Brit. I also have Koni classics struts. When I assembled them for a test fit the springs are really loose. I am used to haveing to compress the spring to get the shocks in, but these just fit right in with no compression at all, and as I say they are prettry loose. Is this normal or do I have a problem...
