Okay, if the alternative is having to replace the pad, you have nothing to lose by trying this:
Take a pin, or better still a syringe with a needle, and pop the bubbles to allow air to escape. Then inject the cavity with a little glue (not sure which one would be best for this, but I'm sure there will be recommendations fothcoming) using the syringe, and press down gently. Remove any adhesive that squeezes out with 3M Adhesive Remover.
