Hi Griz,
I believe it is like my Phase 1 BJ8 with the center of the panel is filled by a piece of matching vinyl glued to the metal kick area. I also often wondered what the reasoning was behind this opening .... were they thinking of installing hick panel vents?

In the right hand drive cars, the area gives a little more foot space.
Yeah, if you measure the foot wells, the right side is more narrow than the left, so every fraction would count on right hand drive cars.
