Just bought a 1968 Austin Mini

I assume your friend meant HS2, not H2 for the SU carbs. H series carbs came earlier. They are the ones with the float bowl rigidly attached to the carb body and leaky cork seals. I would not use H2 carbs on a Mini even if freshly rebuilt.

The HS2 carbs are what the factory Cooper and -S used. They are nice. However, for now I would start with the single HS4 that came with your car. The single HS4 may not look as cool but you can do a lot with it and tuning one carb is easier than duals. If you really want dual HS2s instead, then you can always swap out for them later. I cannot offer any advice or suggestions on the Weber as I have no experience with them. The general discussion of Webers seems to be that they can take a while to get dialed in the way you want but after you have them set up, they work well indefinitely.
 
Sorry... I simply don't know anything other than hearsay about Webers.
