To the Russians in WW2 it was. The Skoda weapons factory complex, in then Czechoslovakia, produced weapons/tanks under German control for the remainder of the war.

Most likely reason that the top is up is that it is NOT a convertible /bcforum/images/%%GRAEMLIN_URL%%/jester.gif That is the coupe version of the Herald and taking the top off needs a few wrenches.
 
Whoa!! Good call. My mistake.

I saw the tan colored top and "assumed" it was a convertible.

Proves once again what happens when I "assume" something.
