Is there a difference between fenders?

Car: '73 TR6
I'm having a problem getting my front valance panel (replacement part) to fit properly. The valance and fenders won't line up around the headlights. My car is a '73 and I'm fairly certain the front fenders are '75-'76. When I got the car it had the high bumper and late model valance panel from a previous accident repair. Could it be the fenders? The only difference that I can imagine between early and later fenders is the mounting hole for the bumper. I understand that replacement panels will require some fitting but want to be sure before I start reworking a brand new part.

I didi a quick check in the Rimmer parts catalogue & north american models from 1972-1976 should be the same. I wonder if the replacment valence is pre-72. One way to tell might be to check for the screw holes for the spoiler.
I've naver changed any fenders but I have heard fitting replacement units is tough.
 
Here is a picture of my original 73 TR6 front end. The fender in this picture is a replacement part from about 10 years ago. You will notice that the fender sits a little high. On my project, this is due to the top flange on the fender being slightly deeper then the original, but something I can easily work with.

There was a change in fenders at the 74 1/2 model year. I believe as you stated it should only have impacted bumper mountings.

You may be working with problems fixed by the previous repairs. That is to say, who knows what they did to make things fit.
