Yes! Starting from scratch is often easier, and better for the car, then trying to figure out and remove bodged patches and repairs.

Absolutely - not only do you have to go back and correct but, in my experience often there is damage or cheap cr*p substituted for original parts.
 
I'll take the other position and say "it depends".

If you are looking for a correctly restored car and accidentally buy one full of compromises then a previous budget restoration can be very detrimental to your wallet. On the other hand, if you study the car prior to purchase and are looking for a driver, budget repairs and shortcuts may not be a problem for you. It really depends on your expectations for the car and what you plan to use it for.
 
I guess I pretty much agree with Doug, although my question might have been better stated, "Does a poor restoration add any value to the car?" For me, the answer is pretty clear. I have a much greater tolerance for flaws from 50 or more years of wear and tear than I do from poor work.
