Inserting cotter pins into castle nuts

I've torqued the castle nuts down, but the hole for the cotter pin is hidden behind the peaks of the nut. Should I continue to tighten until the hole is accessible through one of the notches?

What's the application. If you're going onto a fixed large retainer I've been taught to use a thin steel washer under the castle nut 1st, 2nd slightly overtorque, 3d lossen to the closest slot.

Modern upgrade is to replace the castle with a nylock aircarft quality nut.
 
Shimming is indeed the proper answer but if you are talking about the top of the king-pin then backing it off to the next space has worked for me.

Application is indeed the front suspension. I think there's one on the top of the king pin, and another right next to it for the upper fulcrum. Would nyloc nuts be a little weak here?

I will try shimming with a washer first. Does shimming with washers also work if the cotter pin is too high and not engaging in the castellated portion of the nut?
