There is always going to be some residual fuel pressure at least for a while after the engine stops running, but it sounds like the needle valve couldn't prevent it from overfilling the float chamber.
 
check your float needle is seating correctly sounds to me it is releasing pressure from the pump up to the carb, could also explain why it is running a bit rich. one way to check is to blow into the fuel line to the carb and lift the float to see if it seals 100$.
 
+1 again...if you are getting pressure at the jet, the only possible source is a float needle not seated. If you removed the float bowl to check, the dirt causing it is likely already cleared out, though.
