Ignition coils

That rating is for the Pertronix module, not the coil. Pertronix instructions are quite clear that the module should not receive power through the resistor.
I have those instructions; they it apply if the ballast supplies less than 8 volts to the coil. I know there are engines that get less than 8 volts to their coil and they should follow those instructions..

Suit yourself. But I know from experience that the Pertronix module will not work properly on much less than 8 volts; and since the battery voltage can easily drop to 9 volts when starting on a cold morning, I certainly don't want the ballast resistor dividing that down before it goes to the module. So I'll continue following the installation diagram, instead of the troubleshooting instructions; and advising others to do the same.
