Okay, I just bought a Midget project car. It came with a title for a 72, but the owner siad he is not sure if it is for the car, which means he knows it is not. There is no VIN number on the body, the engine number, which seems original is FP46182UE, which I think is a 1500, which I also think did not get produced until 74. Can anyone confirm and add any other things I could look for to identify the year of this car? I also came with the big rubber bumpers.

Some of the Later Midgets I have found have the original vin # stamped into the floor just in front of the frame rail on the passenger side. I have found them there before although it could be rusted or replaced or covered in that tar like sound proofing. Not many people think to look there though so it is usually undisturbed.
 
Looks like the original floor is still there (front of frame rail on pass side) Rusty and covered with sound deadener. I dumped some degreaser in there to loosen the deadener and will try a clean it up. Is it just stamped into the pan or is there a plate? Is it on the inboard or outboard side?
 
The 1500cc Spitfire engine and the rubber bumpers were introduced at the same time (1975 model year). If you have one, you should have the other.
 
It is simply stamped into the pan. Heres a really rough scetch I can send you a pic of the one on my chassis later today if it helps.

No- but you can get "decorative placks" that look identical to ID plates from Moss.

Vic Brit makes repro ID plates. I stamp my own with a $8 metal stamping set or Clarke Spares will properly stamp out a new tag for you.
