I think I'm hooked, or a junky, or nuts...

Yes, car is to be as mfr'd, but I doubt any test guy would really know that.... I think his only resource is a book that has the CA specs, specs that are 30 years old.

So if the car was an import, or out of state etc the tester has no idea what the criteria would be.

Interesting story, I went through the smog nightmare with my midget last summer. The tester insisted that there was an air tube missing. He said that there had to be a connection between the air filter intake (the thing where the clapper would be) and the intake on the heater box! I kept trying to explain to him (his English was not great) that he was nuts. "No, there's supposed to be a tube" You want me to connect two intakes??? the care won't run. He finally gave up and proceeded with the test. I didn't matter because the car failed miserably anyway!
