I think I know the answer but - dashboard question

Attachment 1. When I got the car, this switch was missing completely (though the plastic back frame was there.) I thought (somehow) that it was the hazard switch (Part 0-856 in the VB catalogue) (Page 118 in the Spring 2006 catalogue) I now think it is part 8-486 (same page) Am I right? What is this switch for anyway?

Attachment 2. When I took the dash out, this switch was attached and "floating" in the hole in the dashboard. It also seems to be attached to the only wires I can see being the ones for the switch that goes in the hole. Am I correct that this has nothing to do with LBC's and that the PO just put it there?
 
Finally while I'm working on the dashboard. What voltage are the dashboard lights? I want to test them but don't want to burn them out. Are they 12 volt? or are they stepped down?
 
Isn't that where the heater switch goes?
