I just stumbled on this video and I'm 99% sure I know exactly where this took place. The overpass at around the 20-22 sec mark is Sedillo Hill on I-40 east of Albuquerque. I live just on the other side of that hill that is behind the billboard at the location where they finally stopped the car.
