How many rubber boots?

Is there supposed to be a rubber boot on both ends of the cable That runs from the starter to the starter switch or only on the switch end?
 
Both ends. The starter end was not a boot like the solenoid end but a rubber shrink wrap sort of stuff that sealed the cable to the terminal. The end where it bolts on the starter was exposed. An old spark plug boot works for the solenoid end.
