My first impression was a film developing canister, but then I saw the "LUCAS" and "Made In England" embossed on it. So something electrical most likely - I think I'll hazard a guess on it being a voltage regulator of some sort?

It's worth both a lot and a little since on the one hand there aren't many, but on the other hand not many looking for one..
