I've seen several for sale that I thought used Fed-X ground and it seemed reasonably priced to me. Of course, I wasn't buying them, so I didn't pay that much attention to it.
I bought a NEW set of wheels & tires in December 2006. They were sent Ground (fedX) from Wisconsin to Virginia for about $125. They were sent in two boxes (2 wheels per box) that were wrapped in that heavy duty saran wrap stuff. Worked for me, they arrived in good shape.
Cover the outside of the wheels with cardboard disks for protection, them wrap the entire mounted tire with packing "saran wrap" and afix a label. No need to box the assemblies. UPS and FedEx will accept them this way. Ship the nokoffs in a separate box. Also a good idea to add a second label, maybe write it on the cardboard in case the first one gets scrubbed off.
I've shipped wheels as Peter says. I just used heavy duty Zip Ties and clear packing tape with a cardboard disk on both ends of two wheels. Tire Rack ships them this way.
Another suggestion might be to ask the very same question
a UPS store, if you have one near you. They are usually
a one-stop shop for packing and delivery. Should be
able to quote you an amount.
We use United Parcel Service almost exclusively in our
business.

NEVER ship anything large like that from a UPS
Store. The will remove your eyeballs. If you must use UPS, go directly to a legit UPS depot. The UPS Stores are "for profit" and very large ones at that. And if you should make the mistake of asking them to box the stuff, you are dead.
The UPS store does charge the same for shipping as UPS does. It's just that they tack on the always dreaded handling and service fees. /bcforum/images/%%GRAEMLIN_URL%%/rolleyes.gif
