Horn on BE has mind of its own

50% of time when push center of Moto-Lita steering wheel is depressed, horn doesn't sound. Wiring/contact at horn itself checks out.

How do I remove push center to check that contact?

The horn push should just pop or pry out, it is a friction fit with small metal tabs or a wire clip. The metal clip makes contact with the metal on the wheel making a ground for the horn. I bet the problem is in that contact on the edge of the horn push.
 
Yeah, that horn button and the "brush" that makes the sliding contact are notorious problems. Cleaning them periodically is necessary. Adding a horn relay will make the whole thing a lot more reliable, as it reduces the current through the brush and horn-button contacts, so it burns less.
