So is this caused by a crack in the stator tube at the horn end or is the nut at the olive end supposed to hold the stator tube still or both? Karl

It is either a loose olive at the base of the steering gear, or a broken stator...most commonly at the end of the slit at the trafficator. Unfortunately, the broken stator is most common.
