Ok, got it. Played around in Lightroom: First ran it through Denoise, the adjusted exposure, white balance, brought down highlights, bumped up shadows and blacks. Added a little contrast, texture and clarity. This is about the best I could do

Took the Lightroom image and ran it in GIMP, did a further "sharpening." Introduced more noise but further sharpened the thing. In the mind's perception anyway. Very interesting.

Thanks. Black or dark birds against a bright sky are very hard to shoot in my experience.

GIMP on the left, full GIMP image below that. Noise increased, but overall it looks like a combo of wares works kinda well.

The GIMP image does look sharper. Speaking of noise. Lightroom has a new AI noise reduction to is like freaking magic. One button push and not only is noise reduced significantly, but detail is actually improved. Not sure if Mitts has the latest LR, but if she does, she needs to check it out:

Yes...it works great. Only thing to do is reduce the file size before processing the AI denoise (French accent not needed).

I used Denoise on the file you sent (full size) and it only took 50 seconds
