Holes in Floor

Are there supposed to be any holes in the floor pans beside the seat mounting holes. I have my floors almost stripped and getting ready to do some welding and I don't want to weld any holes that belong there. My floors look like swiss cheese from all the holes put in it.

Without seeing photos, I'd call that "Swiss Rust"! Depending on how bad it is, you might be better off just replacing the floors.
 
It's not rust. Some DA PO drilled bunches of holes.
 
I wondered where they were!
 
They look to me like the extras were a PDOs attempt to provide drain holes and or a place to squirt anti-rust stuff in some cases. I think I would just go to ACE Hardware and get some rubber plugs.
