hesitation

well I thought it was old gas from its winter hibernation. but im now on a fresh tank. it has a pulsing hesitation. it smooths out on the highway.
it has electonic points. I have cleaned the plugs. it has a hot road cam and we rebuilt then engine 12 years ago.

any ideas?
 
My first thought — when was the last time you did a good overall tuneup? Timing, valves, float levels, balance carbs, etc. If it’s been a while, that’s a good baseline to make sure there’s nothing obvious that’s gone adrift.

I’m not the best at reading plugs, but how did they look before you cleaned them?
 
A common cause it that the dashpot is low. Have you checked that?
