Anybody know what I'm looking at? Its on
left side of firewall if you were standing in
front of the Tr3.
It appears to be a severely rotted hose of
some sort.

That is where the steering column would go thru if you had right hand drive. It could have been anything that the P.O. used a easy access hole.
 
Yes, it is the steering column hole for rhd, but on early 3A's it is made up of a metal blanking plate with a rubber gasket that accepts the drain tube hose from the air vent. There are 2 drain tubes - a short one from the battery box which exits straight down into the transmission cover, and this one which is quite a bit longer. Your photo shows a very well aged gasket with the end of the drain tube sticking out.

TRF part number for the longer drain tube is 602947, it's about 18-24" long.

Here's the new set up without the tube installed yet.

If you are talking about the one coming straight out, that is a connection for a heater hose.
