Help with torquing bolts

When torquing the bolts on such things as a flywheel, that has a plate that you are supposed to bend down over the flats on the bolts to keep them from unscrewing, if your torque setting results in the bolt head not presenting a flat for the plate to be tapped down on, do you torque a bit more, or do you back off a wee bit to get the flat on the bolt head positioned right?
 
NEVER slack it off. The tabs are mild steel, they can be bent on / over the corner of a hex head from two directions.

Torque to specs, then bend the tabs over the bolts. It is used for a preventive movement of bolt.
