Now that the wet, cold weather is here I decided that my heater wasn't blowing very well, even with the blower on.
After taking the fan out of the car ('65 Midget) I realized that when I "opened" the control I had overshot the open position and gone clear to "closed" again.
What I found is that the shut-off air valve needs to be set to full open when the fan unit is not there, so you can see the flapper.
Now that I have it fully open when I think that it is the heater/defroster actually works!!

Just getting ready to re-install my dash after a "wiring project". Got the heater switch hooked up and working, and found the same issue you did. Should be able to over come it with the placement of the controll cable. If not I was thinking about just putting a self tapping screw into the flapper housing to limit it's travel. Good luck and enjoy the heat.
