My lights are set what is to me too low, at night, even the high beams seem to point very low, the beam hitting the ground very close to the front of the car.

To adjust do you have to remove the the "Light Panel - Outer" (name from the VB catalog) Or is the screw at the 12:00 position simply turned with the outer panel in place.

I think you tend to get calibrated for modern halogens, but I havent driving the spit at night very much, due to the poor lighting, now Im getting a chance to look at the light.

There are small notches at 12:00 and 9:00. No need to remove anything. Narrow blade flat screwdriver.
 
thanks, I tried the top screw, no visible movement in either direction. Im guessing the insert may be stripped? is it hard to dissasemble the light housing?
 
It's pretty easy. There is one nut at the outside bottom of the light inside the fender. You have to feel around for it because it's hard to see. Then two bolts, one at the bottom, and one on the inside. Then the headlight surround just lifts off.
